My neighbors dog are very noisy. They bark everytime they see people or other pets passing-by. I have alreayd informed them about it and requested that they should do something so as not to disturb the neighborhood but I think my agony fell on deaf ears. How many attempts should I make or I rather report it to the local authorities?

Everyone has a right to live in peace, as do dogs and pets. That these pets are doing their job and it bothers you, I say to you deal with it. They are beings, they are making themselves known, doing their job.
